1. The Difference Between Acts and Rules: What You Need to Know about India’s HSE Legal Framework

In India, the legal framework governing various aspects of Health, Safety and Environment (HSE) is established through a combination of Acts and Rules. To effectively navigate and comply with these regulations, it’s important to understand how these two elements function and interact.

4.2 Factories Rules (State-Specific): 

Under this Act, each state formulates its own rules to address these safety measures in detail. For example, the Maharashtra Factories Rules specify the exact safety procedures for machine maintenance, fire safety drills, and the standards for ventilation and lighting within factories in Maharashtra.

For HSE professionals and businesses, understanding both the Acts and the Rules is crucial for several reasons:

5.1 Compliance: 

Ensuring that your operations comply with both the broad principles of the Act and the specific details of the Rules.
